About the Keith and East Locality Project
We're moving forward with the next stage of a project which offers real opportunity to improve the health and wellbeing of people living in the Keith locality.
The project is being led by Health & Social Care Moray and supported by Buchan Associates, healthcare planners. The focus is on delivering the next important stage of the business case for a Health and Care Hub to replace Keith Health Centre. |
We are required to follow the Scottish Government’s approved approach to business cases for health and care developments. This means there are a number of stages to be developed, which requires approval by both HSC Moray, and NHS Grampian Health Board, before submission for approval by the Scottish Government. This is a sequential process where each stage of the business case focusses on different aspects of the development and becomes increasingly detailed as the project moves on.
The first stage is called the Initial Agreement, which is followed by an Outline Business Case, a Full Business Case, a Construction Phase, and then finally the facility opening. This journey usually takes several years to complete, and is reliant on the correct approvals and funding made available. We have just started on a long journey.
There is currently no funding identified for the Keith Health centre facility, and the current commitment from NHS Grampian (NHSG) is only to support the completion of the Initial Agreement stage of the business case, for consideration by the Asset Management Group as part of longer-term planning and prioritisation of capital projects across NHS Grampian.
A second and separate project is being planned to review inpatient services across Moray, including Keith and Speyside. This project will run in parallel to the Health Centre and Community/Ambulatory services project. This project will be managed separately, but the interdependencies of these two projects will be closely monitored until such time as the outcome of each become clear. More information will be made available on the inpatient services project as the project scope and approach is fully developed, and the team is mobilised, including how and when you can get involved.
For now, The Health Centre and Community/Ambulatory Services project’s purpose and objective is to:
Key Output of the Health Centre and Community/Ambulatory Services Project is to produce an Initial agreement stage business case for a new healthcare facility in Keith, in alignment with the Scottish Capital Investment Manual process guidance which is to be submitted to NHS Grampian for consideration.
To identify and scope the ambulatory care services that patient’s access in the Keith Locality and the wider Moray area we have invited stakeholders to the following workshops:
Workshop 1: Summary of the Need for Change & identification of investment objectives
Workshop 2: Identify Benefits, Risk, Constraints & Dependencies
Workshop 3: Developing the long list of options
Workshop 4: Developing shortlist and preferred service option
Workshop 5 & 6: AEDET Assessment & Design Statement

- Identify the ambulatory care services that patients access in the Keith Locality and the wider Moray area;
- Reflect on and integrate relevant findings from the Speyside review that take account of the needs of the Keith and Speyside population in terms of health and social care;
- Consider the wider context within which any planning should take place and seek to bring together the broader vision for the health and social care system locally;
- Reflect on learning from the changes made to service delivery during the Covid 19 pandemic which has changed both national and local perspectives concerning models of patient care, and include these insights as part of the planning for the new Keith development;
- Identify the optimal model of care, by ensuring that it:
- will deal with future surge and demand on services;
- will provide better outcomes for patients and the needs of our vulnerable populations, and
- services will be delivered in, or close to, patients’ homes

Engagement: Officers and advisors from Health Improvement Scotland will support the work of the Keith and East Locality Project Board in working together with a range of stakeholders to ensure active participation and communication as the project continues to develop.
Both projects, detailed above, will work together with the Moray Integration Joint Board, NHS Grampian and the Scottish Government to find a funding solution for a holistic and comprehensive health and care model which meets the needs of patients and staff.
