Adult social care and our providers in Moray are supporting hundreds of vulnerable people in their homes and care settings every day.
COVID-19 has disrupted many services. We continue to work closely with our partners to follow government advice to make sure we are continuing to deliver safe care and support.
Responding to COVID-19 as it developed has required making difficult decisions under new and exceptional pressures with limited time, resources and information and we would ask for your support during this challenging period.
Our main priorities have been:
- Making sure our most vulnerable residents with critical care and support needs are safe and well in the community
- Keeping flow through the hospitals to get people home as soon as they are ready to leave so that patients who are most unwell can be treated
- Supporting those in the community most effected by coronavirus including those who are shielding and self-isolating and don’t have the support of family and friends.
Person-centred decisions about care and support have had to be made in line with the decision to increase the eligibility criteria for social care to critical only, using the overarching principles and core values for social care.
Service users with lower level needs and who were able to access support from family, friends or the community have been affected by our decision to temporarily reduce or suspend packages of care.
We recognise this has had an impact on individuals being supported as well as their carers and wider family.
Every single package was assessed in relation to providing critical care only and risk assessed. Suspension or reduction was carried out only following discussion with each service user and their relatives to ensure alternative informal support was in place as required.
Social work teams have continuing to support service users and their families through regular telephone contact. Care and support has been restarted or increased in line with individual need where there has been a significant change in someone’s circumstances.
A rolling programme of individual review and assessment is now underway.
There continues to be provision for emergency respite if, for example, an unpaid carer is admitted to hospital.
